Induction Seminar Aimed at Strengthening Nitijela
Intended at providing new members of the Nitijela (Parliament) how to effectively use parliamentary processes to better advance national priorities, an Induction Seminar for the Nitijela was conducted at the International Conference Center from January 25-27, 2012. Marshalls and Taiwan negotiate large solar project
The government power utility in the Marshall Islands and Taiwan’s International Cooperation and Development Fund are in the initial stages of discussing a grant for installing a one-megawatt solar system for the capital, Majuro, to reduce reliance on diesel-fueled electricity.
This would be the largest urban solar project for the Marshall Islands, which has over the past 10 years focused donor-supported solar installations at the household level on remote outer islands.
Japan is mid-way through installing large solar panels on the roof of a portion of Majuro Hospital that when completed will provide about 300 kilowatts of power directly into the power grid.
The new plan with Taiwan is to install a solar panel array over the airport water reservoir pools and feed the power generated into the Majuro electricity grid.

Marshalls main hospital suffers staff shortage
The main hospital in the Marshall Islands is putting doctors on 12-hour shifts and pulls them from their regular duties to fill gaps in the outpatient clinic and emergency room.
The physician shortage at the hospital in Majuro has been an ongoing problem since 2009, and was a concern that Ministry of Health officials discussed with the government’s new President, Christopher Loeak, and his Cabinet as part of a health status briefing earlier this week.
The hospital has only one pediatrician, one surgeon and one obstetrics and gynecology doctor for a population approaching 30,000 when in years past it has had two or three in each of these specialties.
It has no radiologist, so doctors are left to attempt to read x-rays as best they can.

Government Seeks Consultations from Ministries and Agencies
Cabinet has started facilitating a series of immediate consultations from various government ministries and agencies that is critical in the initiation of policies, programs, and services. Last week the Office of the Chief Secretary released a schedule of preliminary Cabinet briefings to be presented by ministries and agencies that will continue on for the next two weeks.
The Ministry of Health held the first scheduled Cabinet briefing at the Cabinet Conference room on Monday January 23, 2012.

Tuna treaty parties looking for more from US
Pacific Island countries will be looking for further concessions from the United States as negotiations to renew the South Pacific Tuna Treaty continue.
Provisions under the treaty guarantee each year hundreds of thousands of US dollars to member governments.
But our Marshall Islands correspondent Giff Johnson says bigger countries, like Papua New Guinea, who control the bulk of the tuna, are looking for more US investment in fisheries and want to get involved in the business side.
He says the US will be feeling under pressure since PNG threatened to withdraw from the treaty.
“If Papua New Guinea sticks to this and US doesn’t come to the table on increasing payments and dealing with the issues from the islands, that will kill the treaty, because Papua New Guinea is one of the countries that is an essential element of the treaty.”

CNMI reaffirms support for Marshall Islands
The CNMI reaffirmed its support for the Republic of the Marshall Islands during the inauguration of its new president, Christopher Loeak, on Jan. 17, press secretary Angel Demapan said yesterday.
Demapan was Gov. Benigno R. Fitial's official representative to the Marshall Islands president's inauguration, attended by many of the members of the Micronesian Chief Executives Summit.
“The governor's message to the new president was one that is centered on continuing the working relationship that was established beforehand with the president of the Marshall Islands and with the other chief executives in the region,” Demapan told reporters yesterday.
He said the CNMI's presence during the inauguration signaled the “continuity” of the working relationship between the CNMI and the Marshall Islands.

Funeral for Marshalls church leader Samson
Thousands of Marshall Islanders have attended funeral services for The Reverend Jude Samson, who was the longest serving leader of the United Church of Christ in the Marshall Islands.
The Reverend Samson died last week and is to be buried in Majuro today following funeral services at the headquarters for the dominant Protestant church in the Marshall Islands.
This week, by presidential proclamation, flags were lowered to half-staff to honour the Reverend Samson.
The United Church of Christ was the first Christian church established in the Marshall Islands by Boston-based Congregational missionaries in 1857 and remains the largest church in the country.

President tells Marshalls: Face our problems
The people of the Marshall Islands want action to fix the many problems the country is facing, new President Christopher Loeak said in a nationally broadcast speech at his inauguration Tuesday.
In a speech delivered in a low-key but direct manner, the new president said people want improvements. He listed some of the day-to-day problems that rank and file Marshallese talk about.
“I see a woman going to the hospital to get medicine prescribed by her child’s doctor only to be turned away because the pharmacy is out of medication,” Loeak said. “I see a copra maker worrying about his copra spoiling because the field trip ship is late. ‘Ringed’ bird sparks global interest
The arrival of a bird in the Marshall Islands carrying an identification ring with the words “British Museum of London” has sparked international interest by bird enthusiasts from Australia to Europe.
Local resident Derek Horiuchi discovered the bird on a beach near his home in this western Pacific nation’s capital of Majuro. Several tags on one of its legs sparked his curiosity, so he quickly put together a makeshift net, caught the bird, and read the information on the ring and two tags. The ID number SV13273 was listed on the Museum’s ring, together with two additional bands, one yellow and one white, showing “J1.”

Need for action to stop dengue
RMI officials have been busy with mosquito spraying in both Majuro and Ebeye.
On Ebeye, after the USAKA and US Navy officials left in late November, a temporary Pest Control team composed of Ebeye Public Works, Hospital, National Police, KALGov and EPA continued spraying. Through the end of last month, the team had sprayed 425 houses, government buildings, businesses and public areas to reduce dengue-carrying mosquito breeding grounds.
The team revisited Tobikle Weto on Ebeye at the recommendation of Ebeye Hospital officials because more cases of dengue have developed from this area. As in Majuro, the Ebeye team found many containers — drums, tires, cans — with standing water that provide good breeding areas, and also found many houses that don’t have covers on their catchments.

Candidates challenge Marshall Islands election results
Three candidates who lost elections in the Marshall Islands as a result of off-island postal votes have filed a joint challenge in the High Court.
If the challenges are successful, they could change the outcome of several parliament and mayoral contests.
A fourth candidate, the son of former President and Chief Imata Kabua, has also filed suit challenging his loss for Kwajalein mayor based on postal absentee ballots from the United States.
Parliament incumbents Amenta Matthew of Utrik and Gerald Zackios of Arno, and Bikini mayoral candidate Eldon Note - who were leading in their respective islands prior to the postal count - have asked the High Court to rule on the legality of Chief Electoral Officer Joseph Jorlang counting postal ballots that were not properly notarized.

Marshalls’ new president names cabinet
Newly elected Marshall Islands President Christopher J. Loeak announced his cabinet Monday, naming 10 senators including three who are in their first week in elective office.
Veteran politicians Tony deBrum and Phillip Muller were named minister in assistance to the president and foreign minister, respectively. New Majuro Hospital continues to face delays
Plans for a new Majuro Hospital continue to stall. A plan prepared by the Ministry of Health’s consulting company EMPSCO was submitted to Leo A. Daly Co. for review last July and a meeting was held with the Ministry to discuss comments from Public Works’ Project Management Unit’s initial review on items missed by EMPSCO.
The Ministry requested Leo A. Daly suspend its design review until deficiencies of the design were corrected by EMPSCO, according to PMU’s recent report to the US government. The Ministry of Health has asked EMPSCO to submit its plan of action to correct the findings and work with Leo A. Daly. Delays in the submittal and review process were pointed out to both companies involved in the Majuro Hospital project, with the RMI reiterating the need to complete the design of the hospital, the government’s PMU report said.
