PSC talks with Ebeye workers

Top RMI Public Service Commission officials met with government workers on Ebeye late last month.

PSC Commissioner for Personnel and Training Raynard Gideon, senior administrator from the Office of the Chief Secretary Antonio Eliu, and Assistant Public Service Commissioner for Ebeye Abon Jeadrik conducted an open forum to review the policies affecting workers and to address some concerns brought forward by Ebeye workers.

Proper observance of the code of conduct, faithfulness in work attendance, and being at work the required number of hours as well as entitlements like the Ebeye differential, annual and sick leave hours, excess leave hours, compassionate leave, health and police clearances, resignation and termination, and housing were among the issues discussed during the forum.

Taiwan-funded agriculture program moves ahead
Taiwan-funded agriculture program moves ahead on remote Marshall atoll

An agriculture pilot project on a remote atoll in the Marshall Islands is into its second phase, with farmers developing a nursery and conducting trainings for local residents as part of expanding gardening at the household level.

The project is jointly sponsored by the Taiwan Embassy and the Mili Atoll Local Government. To support food security programs, Taiwan is providing seed funding for agriculture development on Mili, Kwajalein and Mejit. Taiwan Ambassador George TK Li said that if these three prove successful, Taiwan will consider expanding its agriculture program to additional islands. Kiribati and Marshalls launch Australian travel campaign

The Marshall Islands and Kiribati have launched a marketing campaign in Australia, promoting themselves as adventure tourist destinations.

The Director of the Kiribati National Tourism Office, Reeti Onorio-Rui, says the countries are some of the last frontiers of Pacific tourism, offering some of the most unique travel experiences.

The Marshall Islands Visitors Authority’s Brenda Alik-Maddison says there has been great interest in the campaign.

“We know that we haven’t been able to open up this avenue to the South Pacific, so we’re really trying to get a lot of tourists in. And since last month we’ve been getting a lot of good feedback since our opening at the trade show last month in Australia.”

Construction complaint puts hold on Marshalls’ infrastructure funding

United States funding for construction work in the Marshall Islands has hit a bottleneck that could disrupt building work that annually pumps between $10 million and $15 million into the local economy.

Public Works Minister Hiroshi Yamamura has called for an investigation into alleged corrupt practices in school-building contract work, and the U.S. government responded by putting a hold on remaining FY 2013 and all FY 2014 infrastructure funding, and reinstituting a bid-bond practice that will eliminate virtually all of the small contractors that in recent years have won contracts for work, particularly on remote islands.

RMI struggles to get rid of Hansen’s Disease

The Marshall Islands continues to struggle in its effort to bring Hansen’s Disease under control.

Better known as “leprosy,” the illness has been eradicated in many countries of the world. But the World Health Organization says that Kiribati, Federated States of Micronesia and the Marshall Islands have been unable to meet the target of lowering the number of cases to fewer than one per 10,000 people — the WHO’s definition of leprosy elimination.

As of the last quarter of 2012 there were 165 people being treated, which gives the RMI a rate of 31 per 10,000 people. Since this reflects only the patients who have been identified on a few islands, the incidence rate is likely much higher.

Major early-morning fire in Marshall Islands

Two major businesses in the Marshall Islands capital, Majuro, were destroyed by fire early this morning.

The fire started at the Skyline Enterprises complex, which includes a popular restaurant, in downtown Majuro and spread quickly.

The fire reportedly started about 5:30am and by 6:30am it had spread to neighbouring company G&L Enterprises, one of the major clothing retail stores in Majuro.

Dozens of local residents helped G&L employees carry clothing and other goods from the store to the safety of a church next door and across the street.

Both the Majuro Fire Department and airport fire and rescue crews responded, but their trucks have limited water storage and poorly functioning hydrants hampered the firemen’s efforts.

Marshalls’ outer island calls for water help

Residents of the northern Marshall Islands have been facing drought conditions since the end of last year and earlier this week, Wotje Atoll’s mayor appealed to the national government for help to alleviate the water shortage.

Wotje Mayor Ninwoj Lakjohn appealed to government Chief Secretary Casten Nemra for immediate government help, saying the fresh water shortage “must be dealt with right away.”

Over the past few months, United States-donated reverse osmosis water-making units have been distributed by the government to seven remote islands, but Wotje was not one of the atolls receiving them.

US and the Marshall Islands to work more closely
US and the Marshall Islands to work more closely on maritime surveillance

The United States has agreed to extend its maritime surveillance assistance to the Marshall Islands.

The U.S. Ambassador to the Marshall Islands Thomas Armbruster and the Marshall Islands Foreign Minister Phillip Muller have this week signed an amendment to a 2008 maritime surveillance and interdiction cooperation agreement known as the ’Shiprider’.

Mr Muller says it is a new development in the relationship with the US.

He says U.S. Navy ships will now be working with the Marshall Islands enforcement agencies to patrol the exclusive economic zone.

Plan to clear WW2 ordinance from Marshall Islands
A US-based group is hoping to begin clearing the Marshall Islands of unexploded weapons, ammunition and ordinance left over from World War 2

The Marshall Islands was the scene of fierce fighting between the US and Japan during the Second World War.

The US-based Golden West Humanitarian Foundation has just completed a survey of two of the country's atolls, and is now waiting for US State Department approval to begin the clean-up.

Golden West's program director Al Vosburgh says thousands of unexploded weapons, ammunition, and explosives still litter the country.

"Much of the contamination is bombs - up to 1,000 pound US bomb - which our survey found in Maloelap Atoll," he said.

US to halt funds for un-certified teachers in Marshalls

The United States government has put the Marshall Islands Ministry of Education on notice that it will not continue to provide funds for teachers who have only a high school education starting in fiscal year 2015.

Marshall Islands Education Minister Dr. Hilda Heine confirmed the development Friday.

A majority of public school teachers now have college degrees, but over 300 still have only a high school diploma. Despite Ministry of Education efforts to upgrade teacher qualifications, the percentage of teachers with a high-school level of education has remained steady at about 40 percent for the past five years.

Filipinos - builders of the Marshall Islands

This was how the Republic of the Marshall Islands President Christopher Loeak described Filipino workers during the recent official visit to the officers from the Office of Asian and Pacific Affairs (ASPAC) of the Department of Foreign Affairs (DFA) to the island country located in the northern Pacific Ocean.

According to the DFA, there are around 600 Filipinos currently in the Marshall Islands. They are generally credited for building the Marshall Islands’ vital infrastructure such as the airport, seaports, roads, government offices and buildings, among others.

Can RMI get $1m in unspent funds?

For the first time in its audit history, the RMI government is facing immediate consequences for having a high amount of spending questioned by auditors in FY2011.

Deloitte auditors questioned over $3 million in spending in FY2011 — $2.5 million of this money was from Compact grants, one of the highest-ever one-year amounts to be questioned by auditors.

Because of this accountability problem, over $1 million in unspent Compact funding from previous years is being held up until all questioned costs from 2008 through 2011 are resolved by the RMI government, said US officials. Normally unspent Compact grant funding is rolled over to a future fiscal year for use by the RMI government. But this year is different.

Marshalls suspends fishing license
Marshalls suspends fishing license after shark fins discovered

A Majuro-based long line fishing boat has had its fishing license suspended after it was caught with shark fins on board last week by a police boarding party.

The vessel, whose name was not immediately available, is flagged in the Federated States of Micronesia and fishes locally through the Marshall Islands Fishing Venture, which is operated by Hong Kong-based Luen Thai Fishing Venture. In addition to Majuro, Luen Thai manages long line fishing operations in Pohnpei and Palau that supply tuna for sashimi markets in Asia and the United States.

Kiribati promises to back fisheries measures in 2013

In response to Kiribati breaking ranks from an eight-member western Pacific fisheries bloc in 2012, the Parties to the Nauru Agreement have issued a strong statement at their annual meeting reconfirming a commitment of all eight members to enforce fishing limits this year.

The PNA’s vessel day scheme has led to a more than doubling of the price paid by distant water fishing nations for access to the ocean zones of the eight member nations where the majority of skipjack tuna is caught in the Pacific. The vessel day scheme is based on a limited number of fishing days that are divided among PNA members. When a country reaches its fishing day limit, it is required to trade for additional fishing days from other members to keep their ocean zones open to fishing.
